Yes, some small dogs can be VERY aggresive. Like I have said before, it depends on how the dog was raised.

Size matters not! As a 45lb love machine, I can tell you that poor socialization is the problem. My mommy made sure that I got loved on by all kinds of people when I was little and even now takes me out to places and lets folks know that I am a therapy dog and to pet me. If a dog is frightened of people they don't know, they will bite.
