A lot of people are allergic to dogs or afraid of them. Not to mention, dogs can be a lot of work.

Up untill recently the dog was the number 1 pet in America. Now it is the cat. Dogs come in second and ferrets 3rd. Some people are just afraid of dogs. Perhaps they were bit as a child or even barked at. There could be numerous other reasons too. Dogs, especially indoor dogs can't be left alone for a long time so people who travel would find them costly with bording fees or pet sitters. Some people just don't want to be bothered with having to get up early in the morning because fluffy has to be walked and go potty, especially if they were up late the night before. Than there are the other obligations that responsible dog owners face. Mainly, proper training. Training is a life long fact for dog owners. One can not stop with puppy training and say "Ok, fluffy finished her training, now, I don't have anything to worry about." On the contrary, it is a life long comitment. And lets not forget the vet bills! Cats and other animals would make better choices then. Also some people live in places that don't allow dogs or cats so a fish or hamster might be all they can have.
